The State Support Services Center (RTK) is
seeking applications to restore and use the buildings located in the heritage
protection areas of small towns for the needs of the local community and to
revive the use of the heritage protection area.
Funding Information
- Total
budget: EUR 2 859 647.
- The
minimum grant amount per project is EUR 200,000 and the maximum amount is
EUR 500,000.
Expected Results
- The
output indicators of the support are cumulatively for the whole
application round:
- At
least 7 buildings have been restored in the heritage protection areas of
city centers;
- At
least 7 local governments have participated in restoration projects as
partners or implementers
Supported Activities
- The
application round will fund activities related to the restoration and
public use of buildings located in small town heritage conservation areas.
- The
building that is the object of the application must be located in the
heritage protection area of Haapsalu, Kuressaare, Lihula, Paide, Pärnu,
Rakvere, Viljandi, Valga or Võru. Preference will be given to buildings
located in the competition area of the central square or central street or
on the adjacent real estate that was the object of the Estonian
Architects' Association's program "Good Public Space".
Eligibility Criteria
The applicant may be a
legal person under public or private law, non-governmental organisation
registered in Estonia that is the owner of the building the object of the
application at the land register. In case of joint or co-ownership, the
applicant must be the authorised representative of all owners or person in
whose favour the right of superficies has been established from the moment of
submitting the application until up to five years from the expected approval of
the final report of the project.
Eligible Activities of the call for proposals are:
- activities
related to the restoration and taking into public use of the buildings
located at heritage conservation areas of small towns are supported from
this call for proposals;
- the
eligible activities of the call for proposals are the ones that are necessary
for achieving the outputs of the programme, including building restoration
work and other works, services and purchases that are related to carrying
out of the restoration works and cooperation activities with the project
partner;
- the
building that is the object of the application must be located at heritage
conservation areas of Haapsalu, Kuressaare, Lihula, Paide, Pärnu, Rakvere,
Viljandi, Valga or Võru. Preference is given to the buildings that are
located at the area where the architectural competition “Great Public
Space” was held or at an adjacent property.
Evaluation Criteria
Eligible applications will
be evaluated by experts on the basis of the following evaluation criteria:
- Criterion 1: project quality;
- Criterion 2: The building, its impact on urban space and the impact
of the function on the heritage site;
- Criterion 3: Percentage of public use of the building and
accessibility;
- Criterion 4: Pre-project occupancy rate and technical condition of
the building;
- Criterion 5: Involvement of partners in project planning and
implementation.
