The United Nations Development Program (UNDP) is inviting applications for recruitment of partners (Civil Society Organizations) for the establishment and operation of Local Orientation Units (COP).

The United Nations Development Program (UNDP) works with people at all levels of society to help build crisis-responsive nations and initiate and sustain growth that improves the quality of life for all. On the ground in 177 countries and territories, they provide global perspectives and national vision to help empower people and build resilient nations.

This call for projects/proposals procedure is particularly linked to the UNDP's Reform and Election Support Project in Mali (PAREM), in particular 2.5 “The various processes, notably reforms and elections, are conducted in a manner inclusive”. 

Objectives 
  • The objective of this call is to select partners (Civil Society Organizations) with a view to the establishment and operation of Local Orientation Units (COP).

  • The project first aims to promote the development of good governance and a more participatory and inclusive democracy through an improvement in the political participation of women and young girls and their involvement in the various political processes initiated by the Transition. The advocacy actions of this project will ensure that part of their focus is on the themes of improving the living conditions of women, so that they have the necessary resources, material and intangible, to engage in the transition and the political life, in general. Then, target specific awareness-raising actions for young girls, for example, in terms of civic education to also participate in the creation of an environment more favorable to the political participation of women in the long term, by acting on mental representations and the gradual lifting of socio-cultural barriers.

  • To the extent that women constitute more than half of the population but still suffer from a lack of representation, support for improving their political participation, through the promotion of access to electoral mandates, elective functions and nominative, will promote the development of good governance and a more participatory and inclusive democracy in Mali. Taking into account the local scope of the project and adapting activities to this context, beyond actions carried out at the national level, will be essential for effective promotion of women's participation in the management of public affairs on the entire territory.

  • Specific objectives:

    • Establish Proximity Orientation Units (COP) in the project’s target regions;

    • Continue building the capacities of women and young girls on the roles they are called to play in democratic bodies;

    • Intensify awareness raising with the aim of increasing the political engagement of women and removing the reluctance of political actors;

    • Conduct a high-level dialogue with the authorities and carry out citizen monitoring for the effective implementation of Law 052.

Funding Information
  • The amounts of the offers must be between forty (40,000,000) and fifty (50,000,000) million FCFA for direct interventions in a single locality/region. The same NGO cannot apply for more than one region.

  • The amount required in the offer must correspond to the administrative and financial management capabilities of the organization. In principle, the project does not last more than six (06) months. 

Expected Results
  • The expected results of the mission of the selected CSOs are as follows:

    • Two Proximity Orientation Units (COP) have been set up and are functioning;

    • Two 2-day workshops for 70 women defenders of women's rights, political leaders, elected women, women potential candidates or candidates in Gao and Mopti are organized;

    • An awareness campaign through the media (a TV spot and a radio spot are produced and broadcast in 10 languages on local radio stations, national channels and social networks during the duration of the project) is carried out.

    • More than 42,500 leaflets on law 052, 15,000 posters on "women's perspectives - representativeness in the various electoral bodies; 15,000 posters on the promotion of women's participation in all political and electoral processes planned as part of the transition are produced and distributed.

    • The capacities of women and young girls are strengthened for better participation and involvement in the future political and electoral processes.

Activities
  • The mission of each CSO consists of the establishment and operation of Orientation and Proximity Cells (COP) in the target regions of the project.

  • To this end, CSOs will carry out the following activities:

    • The establishment of Proximity Orientation Cells (COP). Adapted from the successful example of the “women's situation rooms” of Kenya, Senegal and Sierra Leone for elections without violence, the Local Orientation Cells will serve as a space for exchange and action for the massive mobilization of women and girls during the ongoing transitional process, with particular emphasis on elections. By adopting this proactive and anticipatory approach, the Local Orientation Cells will make it possible to maintain focus on all issues relating to the transition processes, and peace and security in Mali, including during elections, under the prism of gender. , women and girls while providing them with concrete opportunities to act and influence these agendas.

    • The continuation of capacity building after in-depth analysis of the needs linked to the educational level of women and the role they are called to play in democratic bodies; among the activities identified, it appears necessary to raise the technical and communication capacities of women elected at the municipal, regional and national level, to facilitate the establishment of a support and advice body for these elected representatives as well as sharing experiences with other countries.

    • Intensifying awareness-raising with the aim of increasing the political engagement of women and removing the reluctance of political actors and the population in general, through actions to strengthen civic education, organization forums for exchanges and discussions in rural and peri-urban areas, raising awareness of rights and gender equity.

    • High-level dialogue with the authorities and citizen monitoring for the effective implementation of Law No. 2015 – 052 of December 18, 2015 establishing measures to promote gender in access to nominative and elective functions provided for during the Transition.

  • In total, 02 Local Orientation Units will be set up and 02 workshops will be organized, including a two-day workshop in Gao and Mopti for 70 women defenders of women's rights, political leaders, elected women, women potentially candidates.

Final Beneficiaries
  • Eligible offers will be focused on communities (women and girls) and will target political , religious and community leaders (women and girls), umbrella CSOs and women's organizations and associations monitoring elections, local authorities, as well as elected officials , the media, security sector actors, young girls as direct and final beneficiaries.

Eligibility

  • The parameters that will determine whether a non-governmental organization (NGO) is eligible by UNDP will be based on the NGO's request for information template. Furthermore, only NGOs included in the UNDP database (ROSTER) are eligible. NGOs that have already submitted the information requested in the request for information should not resubmit it.
