The United Nations Development Program has launched a call for proposals to strengthen access to justice for the benefit of the most vulnerable and marginalized individuals, through public legal aid mechanisms.

The project is a joint initiative of the United Nations Development Program (UNDP) and the World Bank (WB) aimed at reinforcing the social protection systems in Tunisia to facilitate the implementation of comprehensive and more centralized justice the people. Building on the extensive work of the UNDP on the rule of law and access to justice in Tunisia, in partnership with the Ministry of Justice and other key justice stakeholders, and on the work of the Bank World on social protection in cooperation with the ministry of social affairs, the project understands the common objective of reinforcing social services for men, groups and the most vulnerable individuals in Tunisia for the reinforcement of legal aid mechanisms and the implementation of a system of integrated social service benefits.

The project recognizes the strong relationship between social protection, human rights and justice: social protection can contribute to reducing social inequalities, favoring the right and realizing rights. In fact, to ensure better access to social protection, it is essential for the populations, particularly the most vulnerable, the most vulnerable people, the most knowledgeable of the rights guaranteed by the law, and for the ability and fairness of the people. To assert and seek legal recourse when these rights are violated. At the same time, the civil and administrative jurisdictional systems must also respond better to the needs of populations, particularly the most vulnerable, and be more accessible and promote people's confidence in institutions.

This is also the project's ambition to contribute to improving the access to social protection and justice, through the legal aid of judicial and administrative jurisdictions, for the most vulnerable groups, not only for men and individuals in situation of precarity, children, women victims of violence, as well as victims of human behavior and victims of terrorism.

Objectives
  • The objectives of this collaboration with civil society organizations are multiple.

    • First of all, it is a question of maintaining and strengthening the proactive role of Tunisian civil society which plays a fundamental role in matters of justice and human rights. Likewise, these organizations provide answers to specific questions in terms of awareness and advocacy thanks to their knowledge of the field, particularly in terms of access to rights and access to justice through public legal aid mechanisms. Thus, it is essential to strengthen the links between civil society organizations active in the promotion of human rights and justice with legal aid actors, in order to be able to approach citizens and potential beneficiaries more closely.

    • Furthermore, associations are the actors of development and innovation. Whether they involve technological support or innovative methods, these organizations provide a new vision allowing the development of specific subjects while taking into account local specificities, thanks to their knowledge of the context, thus promoting an integrated geographical approach.

    • On the other hand, civil society organizations have a fundamental role in reinforcing access to populations considered to be the most vulnerable to rights. In fact, certain associations or organizations have developed great expertise concerning the awareness of the categories of particularly vulnerable populations (women victims of violence, people in detention, people in disability situations etc.). These days, the development of knowledge of populations for rapport of rights and mechanisms for fair value in justice is one of the assets of the civil society, and corresponds to the objectives of different projects and programs of UNDP.

Funding Information
  • The financial support granted by the UNDP as part of this collaboration with civil society organizations is capped at 70,000 TND per project.

  • Project execution duration : The planned duration of a project should not exceed 6 months.

Ineligibility Criteria
  • Applicants and partners cannot participate in this process, nor be beneficiaries of a grant:

    • Who is in this state or what is the object of a procedure of failure, liquidation, judicial regulation or preventive agreement, of cessation of activity, or who is found in an analogous situation resulting from a procedure of the same nature existing in the legislation and national regulations;

    • Who, within the framework of a grant agreed by the UNDP or other UN organization, have been declared in serious default of performance due to non-compliance with their contractual obligations.

  • Applicants who, at the time of the call for proposals and during its evaluation, are excluded from participation in this process or cannot benefit from a grant:

    • You find yourself in a situation of conflict of interests;

    • Have made false declarations when applying for the call for proposals or have not provided the information required to the UNDP.

Eligibility

  • Eligibility of demanders

    • The demander must satisfy the conditions required to apply for a subvention:

      • This is a civil society organization whose social heritage is based in Tunisia;

      • Be a civil society organization with experience implementing activities in the governorate in which the project will be executed;

      • Be directly charged with the preparation and management of the action and cannot be limited to an intermediary role;

      • Be independent of political parties/movements;

      • This is an organization constituted in accordance with the provisions of the decree 2011-88;

      • Compliance with the provisions of Law No. 2018 -48 relating to the declaration of assets and interests, the fight against illicit enrichment and conflict of interest;

      • Registration in the national business register in accordance with the provisions of Law No. 2018-52.
