The Department of Health and Human Services, Centers for Disease Control (CGH) is seeking applications for Comprehensive HIV/AIDS Service Delivery Programs in Haiti under the President's Emergency Plan for AIDS Relief (PEPFAR).

The purpose of this NOFO is to provide comprehensive facility-based and community-based HIV testing, care, treatment, and support services in ten (10) administrative departments of Haiti and to support clinical TA nationally. Targeted arrondissements within each department may be revised over time based on changes in the burden.

Outcomes

CDC may require or allow applicants to propose additional related project period outcomes other than those identified in the NOFO.

  • Short-Term Outcomes:
    • Increased HIV case-finding
    • Improved effective linkage and enrollment in care of newly diagnosed and returned PLHIV
    • Improved quality of HIV and TB/HIV program data in terms of accuracy, timeliness, and reliability
    • Increased implementation of innovative CQI approaches across all facilities
    • Increased adoption of National and PEPFAR HIV and TB standards by providers 
  • Intermediate Outcomes:
    • Improved retention in care and adherence to ART for PLHIV and TB/HIV co-infected patients
    • Improved VL suppression among PLHIV 
    • Increased use of M&E data by facilities and communes for decision-making
    • Improved quality of services related to core HIV competencies provided
    • Increased comprehensive HIV and TB/HIV service delivery according to national and PEPFAR standards
  • Long-Term Outcomes:
    • Improved quality of life for PLHIV 
    • Sustained reliable and accurate HIV data for programmatic, policy, and other decisions

Target Populations: The target populations for this NOFO include HCWs, PLHIV adults and pediatrics, pregnant and breastfeeding women, OVC, and AGYW and where needed, KP accessing services in these comprehensive service delivery sites.
