Enabel- Belgian Development Agency has launched a call for proposals to NGOs whose general objective is to work for safe, risk-free, legal and organized migration from, to and within the region following an approach based on human rights.

The intervention of the Deployment of Migration Policies at Regional Level - DEPOMI- Morocco is funded by the European Union Emergency Trust Fund for Stability and Struggle against the root causes of irregular migration and the phenomenon of internally displaced persons Africa "Emergency Trust Fund, FFU.

The main results of this call, part of the intervention  Deployment of migration policies at regional level - DEPOMI- Morocco, and financed by the Emergency Trust Fund of the European Union,  are:

  • The ministry in charge of migration coordinates and capitalizes interventions in cooperation with the regions;
  • Governance and strategic planning for migration are implemented at regional level;
  • The gradual integration of migrants at the economic and social level is encouraged;
  • The mobilization of MREs to contribute to the territorial development of regions is facilitated;
  • Mobility is favored at the level of each region.

The actions must be implemented in Morocco in the following three regions: Souss-Massa, Beni Mellal-Khénifra and the Oriental.

The specific objective of this call for proposals is:

  • Strengthening governance and implementation of migration policies at regional level (3 regions).
  • The expected results are aligned with the 5 results of the intervention.
  • The results are linked to particularities of the region, target audiences and other complementary activities carried out by management direct in parallel to this subsidy. Only the Souss-Massa region is not affected by result.

Funding Information

  • The overall indicative amount made available under this call for proposals is EUR 1,690,000. The contracting authority reserves the right not to allocate all funds available.
  • Any grant request under this call for proposals must not exceed following maximum amounts
    • Lot 1: 590 000 €
    • Lot 2: 580 000 €
    • Lot 3: 520 000 €

Duration

The initial planned duration of an action may not exceed 24 months.

Eligibility Criteria

To be eligible for grants, the applicant must meet the following conditions:

  • Be a legal person; and
  • Be a private non-profit actor or a foundation;
  • Be established or represented in Morocco in a regular situation;
  • Have a mission that fits into the objectives of this call for proposals and coherence with the objectives of the intervention;
  • Having a double anchor (north and south) is an asset.
  • Be directly responsible for the preparation and management of the action with the co-applicant (s)) and not act as an intermediary and;
  • The applicant can act either individually or with one or more co-applicants.
  • The potential applicant cannot participate in calls for proposals nor be the beneficiary of subsidies if he is in one of the following situations:
    • Which are in a state of repair or which are the subject of a bankruptcy, liquidation or settlement procedure judicial or preventive arrangement, cessation of activity, or are in any situation analogous resulting from a similar procedure existing in legislation and national regulations;
    • Who have been the subject of a conviction pronounced by a judgment having the force of thing tried (that is to say, against which there is no longer any recourse possible) for any offense affecting their professional character;
    • Who have been guilty of grave professional misconduct proven by any means which the contracting authorities can justify;
    • Who have not fulfilled their obligations relating to the payment of social security contributions or their obligations relating to the payment of their taxes according to the legal provisions of country where they are established or those of the country of the contracting authority or those of the country where the market must run;
    • Who have been the subject of a judgment which has the force of res judicata for fraud, corruption, participation in a criminal organization or any other illegal activity;

Co-applicant(s)

  • The co-applicant (s) participate (s) in the definition and implementation of the action, and the costs they incur are eligible in the same way as those incurred by the applicant.
  • The co-applicant (s) must meet the same criteria for admissibility of applicants.
