The Institut de la Francophonie pour le développement durable (IFDD), a subsidiary body of the International
Organization of La Francophonie (OIF) in partnership with Kongo University in
the Democratic Republic of Congo (DRC), Eden Africa and Engineers Without
Borders in Cameroon, received a grant from the ACP Fund for Innovation, one of
the components of the Research and Innovation Program of the Organization of
African, Caribbean and Pacific States (OEACP), a program implemented by the
OEACP, with the financial contribution of the European Union, for the execution
of the project "Deployment of environmental technologies and innovations
for sustainable development and poverty reduction" in Cameroon and the DRC.
Goals
- The aim of this call for
proposals is to select third-party projects which, through their actions,
will create a favorable and inclusive environment for R&I in Cameroon
and the DRC in order to promote SD and poverty reduction.
- The goal is here:
- improve the production and
dissemination of innovations for SD at the national level and regional;
- improve the participation of
young people in Central Africa in the design of technical solutions;
- to promote the best innovative
projects, adapted to the African continent;
- to generate technological
solutions that are easy to implement and duplicate, at a cost reduced and
with high economic and social potential.
Objectives
- The general objective of this project
is to help create an inclusive research and innovation (R&I)
environment in the DRC and Cameroon and favorable to sustainable
development (SD).
- The specific objective is to
improve R&I applied in the DRC and Cameroon in order to promote the
development and increased application of technologies that respect the
natural environment by the actors of change.
Funding Information
- Financial support to third
parties (SFT) with a global envelope of 2.73 million euros (€) will be
redistributed by the PDTIE in the form of grants to Cameroon and the DRC
in various specific lots. The system will be supplemented by
technical support measures for the selected beneficiaries.
- 15 eligible non-profit
organizations - operating as third-party entities - will be allocated
grants in the amount of € 150,000 to € 400,000 to each implement a project
lasting 6 to 24 months.
- The amounts of subsidy to third
parties for each lot are:
- Lots 1.1 and 1.2: € 150,000
min to € 400,000 max
- Lots 2.1, 2.2 and 2.3: €
150,000 min to € 175,000 max
- Lots 3.1 and 3.2: € 150,000
min to € 175,000 max
- Lots 4.1 and 4.2: € 150,000
min to € 200,000
Activities
- Activity 1 : The establishment and equipment of 2 Fab Labs
"Manufacturing Laboratories" of environmental technologies
making it possible to provide innovators with equipment, in particular
computer-aided creation tools, to support environmental innovation through
the design and development of prototypes. These Fab Labs also provide
a favorable framework for generating know-how in the field of
technologies, creating research and innovation ecosystems and facilitating
the conditions for technology transfer.
- Activity 2
- Carrying out 6 national
studies (3 per country concerned):
- Two (2) studies on the state
and use of local and indigenous knowledge in terms of SD
- Two (2) studies on the needs
/ capacities / constraints of the private sector in SD in connection
with the job market
- Two (2) studies on the
financial capacities of the targeted change agents and their adequacy
with the solutions / techniques selected
- Activity 3 : The production and dissemination of messages
resulting from applied R&I in terms of SD associating 3 CSOs or 3
media (in DRC and Cameroon) and allowing the most vulnerable to get
involved in development processes while improving their living conditions
through access to the solutions developed.
- Activity 4 : Deployment of at least 120 innovations
promoting SD in strategic, priority sectors with high added value, such as
agro-industries, biotechnology, renewable energies, adaptation to climate
change, digital technologies , access to drinking water, health,
ecological constructions, etc.
Eligibility Criteria
Applications (independently or
in consortium) must be submitted by a single entity Meeting the following
general eligibility criteria:
- Be a legal
person (entity with legal personality) active in Cameroon
and / or in the Democratic Republic of Congo (DRC) in the field of
R&I (establishments / university and research organizations, companies
born out of university research, education and vocational training (VET)
providers, organizations representing indigenous and local communities,
agencies and associations working for equality between women and men in
research and innovation, national science agencies, technology and
innovation, non-governmental organizations, organizations supporting
innovation (technological centers, innovation laboratories and technology
transfer offices logie), incubators and startups and other similar
organizations with specific experience in the priority areas covered by
this call.
- Be non-profit or
recognized as being of public utility.
- Formal existence : Be legally established for at least 2017 (4
years) in Cameroon and / or in the DRC , have documents
attesting to this and provide a list of the main services or activities
carried out over the past four years, indicating the annual budget,
periods and direct and indirect beneficiaries.
- Previous funding : Indicate at least two (2) research or innovation
grants existing or previous ones (for a minimum amount of € 75,000 each)
managed or put into work by your organization during the period 20172020
by specifying your role, the budgets totals and sources of subsidies,
- Technical capacity: Justify the skills necessary to carry out the
proposed project (CVs members of the dedicated project team responsible
for funded activities, publications, innovations and any relevant evidence
to be included with the application).
- Management autonomy: Being directly responsible for the preparation
and management of funded activities.
