Managing Authority

The Managing Authority is pleased to announce that the third call for proposals: €11 million to finance capitalisation projects.

The European Neighbourhood Policy (ENP) is a key part of the European Union's foreign policy. It aims at developing a special relationship between the EU and its partner countries, based on democracy, rule of law, respect for human rights, and socio-economic cohesion. In particular, it supports increased level of political association and more effective economic integration.

In addition to projects funded under the ENPI/ENI CBC Med Programmes, the Managing Authority has worked in collaboration with the Secretariat of the Union for the Mediterranean and the Joint Secretariat of the Interreg MED Programme to identity their most relevant and suitable projects with a high potential for capitalisation and replication. In order to broaden the scope of the call, Applicants are also invited to consider the results, knowledge and experiences developed by other programmes and initiatives, including Interreg programmes with a Mediterranean coverage, WestMED and BlueMed, PRIMA, regional and bilateral cooperation under the European Neighbourhood Instrument, etc.

Objectives and Priorities

The General Objective of the ENI CBC MED 2014-2020 is to foster fair, equitable and sustainable economic, social and territorial development, which may advance cross-border integration and valorise the participating countries’ territories and values. Based on the Medium-Term Needs analysis of the cooperation area, the countries participating in the Programme have identified the following general objectives:

  • Promote economic and social development;
  • Address common challenges in the environment

These objectives are articulated into 4 Thematic Objectives:

  • Business and SME development
    • Support innovative start-up and recently established enterprises, with a particular focus on young and women entrepreneurs and facilitate the protection of their Intellectual Property Rights and commercialisation where applicable
    • Strengthen and support euro-Mediterranean networks, clusters, consortia and valuechains in traditional sectors (agro-food, tourism, textile/clothing, etc.) and non-traditional sectors (innovative ideas solutions for urban development, eco-housing, sustainable waterrelated and other clean technologies, renewable energy, creative  industries, etc.)
    • Encourage sustainable tourism initiatives and actions aimed at diversifying into new segments and niches
  • Support to education, research, technological development and innovation
    •  Support technological transfer and commercialisation of research results, strengthening the linkages between research, industry and other private sector actors
    • Support SMEs in accessing research and innovation, also through clustering
  • Promotion of social inclusion and the fight against poverty
    • Provide young people, especially those belonging to the NEETS, and women, with marketable skills
    • Support social and solidarity economic actors, also in terms of improving capacities and cooperation with public administrations for services provision
  • Environmental protection, climate change adaptation and mitigation
    • Support sustainable initiatives targeting innovative and technological solutions to increase water efficiency and encourage use of non-conventional water supply
    • Reduce municipal waste generation, promote source-separated collection and its optimal exploitation, in particular its organic component
    • Renewable energy and energy efficiency - Support cost-effective and innovative energy rehabilitations relevant to building types and climatic zones, with a focus on public buildings
    • Integrated Coastal Zone Management - Incorporate the Ecosystem-Based management approach to ICZM into local development planning, through the improvement of intra-territorial coordination among different stakeholders

Considering the current context marked by COVID-19 pandemic and in view of the global economic downturn, Applicants are encouraged to develop actions that can foster the socio-economic regeneration across the Mediiterranean area, in terms of:

  • Job and business creation;
  • Transition to carbon-neutral economies;
  • Efficient delivery of social care services;
  • Support to the most vulnerable people.

Funding Information

The EU contribution available for this call is €11 million. The budget of the call could be increased to €15 million provided that a major change procedure at Programme level is approved. The financial support to projects ranges from €0.5 to €1 million, and up to a maximum of 90% of the eligible costs.

Project Duration

The estimated project duration shall not be less than 12 months and must not exceed 24 months.

Eligibility Criteria

  • The participation of Applicants and partners having a decentralised registered office or structure in the eligible regions is admitted provided that this office has been established at least 2 years before the deadline set for the submission of the on line Application Form and it has the capacity to undertake legal obligations and assume financial responsibility. Applicants and Partners cannot apply through third parties acting on their behalf
  • The participation of Ministries and other national public administrations located outside the eligible territories is admitted, provided that the action is carried out in and for the full benefit of the Programme eligible regions. In the event a Ministry or a national public administration is represented at local level in an eligible territory, the project activities should be implemented by the local structure.
  • Both public and private organisations, located in the eligible territories of the following 14 participating countries can participate in the call: Algeria, Cyprus, Egypt, France, Greece, Israel, Italy, Jordan, Lebanon, Malta, Palestine, Portugal, Spain, Tunisia.
  • Organisations established in adjoining regions are not eligible as Applicants under this call.

Acting together to address these challenges and improve the lives of men and women across the region is the impetus for the 2014-2020 ENI CBC “Mediterranean Sea Basin Programme”. ENI CBC Med is the largest Cross-Border Cooperation (CBC) initiative implemented by the EU under the European Neighbourhood Instrument (ENI).

The Programme brings together the coastal territories of 14 EU and partner countries in view of fostering fair, equitable and sustainable development on both sides of the EU’s external borders.

Through calls for proposals, ENI CBC Med finances cooperation projects for a more competitive, innovative, inclusive and sustainable Mediterranean area.
