The Republic of Estonia, Ministry of Social Affairs has announced a call for proposals
for the "Smart Youth Work Solutions" to increase and grow the
opportunities and capabilities of local governments in the use of smart youth
work solutions.
The project may involve the development of several smart youth
work solutions; however, at least one of them must be aimed at systematically
and comprehensively expanding opportunities for youth participation. The
solution must enable young people to collect feedback and suggestions on a
regular basis by means of an IT application; at the same time increasing the
involvement and participation of young people through the targeted asking and
use of young people’s opinions and attitudes.
Funding Information
- The budget of the open call is
1 742 870 euros. Project grant to be awarded to a single project falls
between 871 435 – 1 742 870 euros.
- The eligibility of costs starts
as of project grant awarding decision and projects may run up to 30 months
and should be finished by the deadline laid down in a grant decision but
no later than April 30, 2024.
- Expenditures incurred after
April 30, 2024 are not eligible.
- Project activities must start
no later than 3 months after the project grant awarding decision.
Eligible Activities
- The activities carried out
under the call for proposals are:
- Developing smart youth work
solutions. The innovative methodologies and information technology
solutions developed must be based on the actual interests and needs of
young people and be developed in cooperation with young people.
- Development work to increase
the capacity of local governments and youth organizations and to
implement the adoption of smart youth work solutions. Development work
includes trainings, cooperation and networking meetings, and seminars.
- Activities directed towards
youth workers, which increase their capacity to use smart youth work
solutions. Activities may include trainings, cooperation and networking
meetings and seminars with partners, outreach activities for young people
and other relevant stakeholders.
- The cost of the action must
comprise at least 50% of the cost of the project.
- In justified cases, other
activities may be carried out, including analysis and research for
planning development activities and assessing the impact of the developed
application.
Eligibility Criteria
- An eligible applicant is a
legal person under public or private law, non-governmental organisation
registered in Estonia.
- Any public or private entity,
commercial or non-commercial, as well as nongovernmental organisations
established as a legal person either in Estonia, Norway, Iceland or
Liechtenstein, in some other Beneficiary State (Bulgaria, Croatia, Cyprus,
Czech Republic, Hungary, Latvia Lithuania, Malta, Poland, Romania,
Slovakia, Slovenia) or in Russia, are considered eligible project
partners.
- The project promoter or the
project partner must possess the skills foreseen.
- The applicant shall not have
national tax and payment liabilities that have not been deferred as of the
date of submission of the project application (source: electronic database
of the Tax and Customs Board).
