The Strong Cities Network (SCN) invites proposals
from eligible entities to help cities and local authorities design polices,
practices and partnerships to enable locally-designed responses to these
challenges that meet the needs of each local context.
They provide their members with leading subject-matter expertise,
practitioner training, and policy/leadership support.
Led by the Institute for Strategic Dialogue
(ISD) and launched at the United Nations General Assembly in September 2015,
the Strong Cities Network (SCN) is the first ever global network of mayors,
governors and local practitioners united in tackling extremism, violence and
polarisation in local communities in every major global region.
They believe that local communities are uniquely
placed to counter violent extremism and create stronger and safer cities. They
serve as a platform for communities, CVE professionals and local political
leaders to connect with their counterparts around the world and learn from the
breadth one another’s experience. Their programming spans training, research,
project implementation and capacity-building, and learning resources aimed at
enriching understanding of – and enabling more effective local responses to –
the challenge of violent extremism.
They operate with a set of fundamental
principles, agreed by all members, that protect and promote human rights and
civil liberties in all aspects of their work to prevent violent extremism in
all its forms.
What They Do
- Design: They partner with city officials to establish local
risk assessments and design action plans and programmatic responses. From
de-radicalisation programming to youth engagement strategies, they ensure
that local responses address local needs.
- Build: Working from the ground up, they establish local
coordination bodies that unite city halls, civil society educators, public
health bodies, private sector and faith leaders to identify and address
community tensions. They base their success on harnessing existing and
credible institutions, from social services to traditional civic
infrastructure.
- Train: They galvanise mayors, city officials, local services,
communities and youth, training them to play active roles in diagnosing
and responding to local risk factors, creating an international repository
of best practice approaches.
- Inform: They help members access the latest research and best
practice from across the network through their SCN Online Hub, which
features stories, interviews, guides and training modules for teachers,
city officials and civil society. Their SCN Hate and Extremism Mapper
provides members with data, building digital observatories that correlate
online risks with offline behaviour.
- Connect:They act as a bridge, creating stronger working
relationships between local and national governments. They also provide
civil society with the knowledge, skills and resources to foster
meaningful partnerships with officials in city halls.

- $10,000 - $15,000 USD
- Project duration: 4-6 months
- Preferred Start Date: June-July

Geographical Priority
Projects that focus on the following locations
are preferred:
- Indonesia
- Surabaya, Surakarta, Bima, and
Poso;
- The Philippines
- Zamboanga, Cotabato City,
Maluso, Cagayan de Oro City, Marawi, and Patikul; and
- Malaysia
- Kota Kinabalu, Johor Bahru,
Kota Bharu, Georgetown, and Kuala Lumpur.
Proposals focusing on other cities will also be
considered.
Requirements and Funding Criteria
Proposals must meet all of the following
criteria to be considered.
Proposals should:
- Seek to partner and/or
collaborate with local government or city representatives in Indonesia,
Malaysia or the Philippines on the development and/or implementation of
the P/CVE project;
- Be submitted by a non-profit
entity or organization formally registered in one or more of the following
countries: Indonesia, Malaysia, and the Philippines;
- Include a budget of between
$10,000 – $15,000 USD;
- Have a specified timeline of
4-6 months and must be completed by December 2021;
- Include monitoring and
evaluation measures to assess proposed activities and results;
- Be submitted in English only
(progress and final reports must also be in English).
