The Foundation will consider proposals from governmental agencies or organizations that have an active 501(c)3 tax designation and described in Section 509 of the Internal Revenue Code except for any organization described in Code Section 509(a)(3)(B)(iii) that is not “functionally integrated” with its supported organization.
